Security Sector Reform in Syria
An in-depth analysis of the path toward restructuring military and security institutions
SIS — Independent Research Initiative
After years of research and planning, we are pleased to officially announce the launch of the Syria Initiative for Security (SIS), an independent research initiative providing in-depth and objective analysis of security policies in Syria during the transitional period.
The Syria Initiative for Security (SIS) is an independent research platform dedicated to studying and analyzing security policies in Syria during its current transitional phase.
The initiative is founded on the conviction that building sustainable peace in Syria requires rigorous and objective scientific analysis, free from political and ideological biases, grounded in deep knowledge of the complexities of the Syrian reality and the demands of the transitional period.
We ensure our research and analysis are built on sound scientific methodology, drawing on reliable and diverse sources, making them an effective tool for decision-makers, researchers, and civil society.
SIS works on six main research pillars covering the most pressing security challenges in Syria
Restructuring military and security institutions under civilian oversight, building a professional and accountable security sector that respects human rights.
Mechanisms for achieving justice without fueling revenge, managing the missing persons file, and pathways to comprehensive national reconciliation.
Models for managing geographic and demographic diversity within a unified and effective national security institution.
Studying the relationship between economic stability and national security, focusing on sanctions, reconstruction, food security, and anti-corruption.
Analyzing the impact of external interventions and international balances on Syrian sovereignty and security and foreign policy decisions.
Drawing on international experiences in democratic transitions and security sector reform to extract lessons and recommendations.
